With reference to your Confidential Despatch of 26th May on the subject of a presentation to Messrs. Woodcock and Bryan of pieces of plate, I have the honour to transmit for your information a copy of a report by Dr. Atkinson, the President of the Sanitary Board, together with a list of the subscribers to the testimonials referred to.

2. As you will observe, no native Officers are included in this list, but I am of opinion that such presentations should be discouraged. Colonial Office Rule No. 421 would appear to cover this case and the kindred cases of presentations by the European Police to Members of the European Contingent of the Force who get married or leave the Service. Such presentations have become almost customary in the Police Force by repetition during the lapse of years.

3. If you concur in my view that these cases are covered by the Rule, I will cause an Order on the subject to be addressed to the Service generally.
